16 January 1958SECRETARY
On the motion of Mr Flinn seconded by Mr Carroll it was resolved that Mr George Alexander Shea be appointed Secretary of the Trust at an annual salary of £2,750. It was further resolved that the appointment be on a part time basis at a salary to be agreed upon until the acquisition of Metro Buses Pty Ltd when Mr Shea would assume full time duties.
 
16 January 1958NARROWS BRIDGE TRAFFIC
Mr Adams read a letter from the Secretary of the Main Roads Department requesting a conference regarding possible future road transport traffic over the bridge. It was resolved that this conference be fixed for Wednesday morning, 5 February.

It was resolved that for all buses operated by the Trust, the cream and green colour scheme be adopted. The paints to be used to be New Ivory, Hawthorn Green and Larch Green.

It was resolved that the letters MTT representing Metropolitan Transport Trust be used on the buses for identification and that suitable designs be obtained.

6 February 1958NORTH BEACH BUS COMPANY
The Chairman reported that he had been visited by Mr Lancaster of the North Beach Bus Company who advised that it had become necessary for him to purchase a new bus to cater for school traffic on the opening of school. There was a new AEC with a Boltons body for sale by Flower Davies & Johnston. Mr Lancaster`s query was regarding payment of cash now for rolling stock with a possibility of receiving bonds in the near future. The Chairman stated that he had advised that the Trust at present could not purchase buses. It would be reasonable to assume that other operators in this position may request cash in lieu of bonds for rolling stock purchased during this period of establishment.
NOTE:ie AEC Reliance (22) which is recorded as having entered service on 1 February 1962, 5 days prior to the minute. NBBC subsequently purchased two more new buses prior to being taken over by the MTT: Dennis Lancet J7B (23) and a 2nd AEC Reliance, No (24). The Reliances initially became Nos (476) & (477) respectively, later being renumbered (498) & (499). They were the only AEC Reliances to be operated by the MTT. Priot to (499)`s withdrawal on 12 November 1974 it had been the last ex-NBBC bus in the MTT fleet.
 
6 February 1958NARROWS BRIDGE TRAFFIC
The Chairman reported on the conference with officers of the Main Roads Department and the Chairman of the Transport Board to discuss future traffic and roads around the Narrows Bridge. At this conference it was agreed:-
  1. That the Swanbourne Trolley Bus would be discontinued prior to the completion of the Bridge.
  2. Trolley Buses from Mt Hawthorn into the City would come in via William Street, traverse Bazaar Terrace and leave via Barrack, Beaufort and Newcastle Streets.
    Omnibuses using William Street will follow the same route.
  3. That a roundabout would be made in Beaufort, James, Stirling and Bridge Streets. This roundabout would facilitate the passage of Trolley Buses coming into traffic from the Carbarn.
 
24 April 1958BEAM TRANSPORT LIMITED
The Chairman advised that he had bee acquainted with the fact that the bankers for Beam Transport Limited advised that they were not prepared to allow the overdraft of Beam Transport Limited to continue after 30 June 1958.
 
24 April 1958COMMENCEMENT OF OPERATIONS
The Chairman pointed out that in the view of Beam Transport`s financial position and the difficulties which he knew Carlisle Bus Company to be labouring under, it was his opinion that we should definitely aim to commence operations on 1 July 1958 by taking over Beam Transport Limited, Carlisle Bus Company and Metro Buses Pty Ltd simultaneously. It was agreed that this action be taken.
 
24 April 1958ROAD TRANSPORT WORKERS` UNION and TRAMWAY EMPLOYEES UNION
The Chairman pointed out that litigation between these two unions could last indefinitely. It was agreed that as a possible solution, the Trust call the Unions into conference with the object of finding a settlement suitable to both by agreement. It was resolved that this conference take place on Tuesday 29 April 1958 at the trust offices at 0930.
 
1 May 1958TAKE-OVER OF OPERATORS
It was unanimously agreed that the following operators be advised that it is the desire of the Trust to acquire their passenger carrying undertakings as from 1 July 1958: At the same time it was agreed that the companies be requested to advise whether they were prepared to negotiate for a takeover by the Trust by agreement.

It was resolved that Mr I Thomas, Deputy General Manager of the WA Government Tramways, be approached to act as valuer for the Trust in negotiations with private operators.

It was resolved that the WA Government Plant Engineer be approached to supply a suitable man to value the machinery and equipment on behalf of the Trust.

It was resolved that the Government Stores be approached to supply a suitable man to value furniture and fittings on behalf of the Trust.

It was resolved that the WA Government Tramways be approached to supply a suitable man to check the value of stock as supplied by the companies mentioned in the takeover as at 30 June.
 
22 May 1958BUS STEPS
The Chairman read a letter from the Women`s Christian Temperance Union regarding the height of bus steps. He said that he had invited representatives of the Union to come and inspect the latest model owned by Metro Buses Pty Ltd wherein an interior well step had been built to obviate the excessive height of the other steps.

The Chairman advised that he had received replies from each of the private operators giving detailed information as to the wages paid to tradesmen. These varied in each case. After a full discussion it was agreed to leave the matter in abeyance for further consideration.
 
29 May 1958TAKE-OVER OF OPERATORS
Mr Adams stated that he had now received valuations of Rolling Stock, Plant and Equipment from Beam Transport Limited. He understood that the valuations of Metro Buses Pty Ltd were well advanced and that Mr Hebiton would be commencing valuations for Carlisle Bus Service immediately. Mr Thomas would commence checking Beam Transport`s Rolling Stock valuations at once. It was agreed that Mr Flinn would supervise this valuation on behalf of the Trust.
 
29 May 1958BUS CHASSIS
Mr Adams advised that he had submitted specifications to the Tender Board for the purchase of twenty bus chassis with the instruction that they would obtain quotes only for Leyland and AEC. He had been visited by Mr Flower of AEC who had stated that AEC could not supply quotes according to the specifications and gave the impression that his Company had been deliberately shut out. Mr Adams said he had advised Mr Flower that any part of the specifications which did not suit the AEC chassis had been made in error and had advised Mr Flower to tender but Mr Flower had intimated that he would not do so unless the specifications were altered.

29 May 1958J D SCOTT
It was advised that Mr Scott, a Traffic Superintendent with Metro Buses Pty Ltd, had arranged to take two months accumulated leave in August. In view of Mr Scott`s importance in future traffic alterations, Mr Adams said he thought the Trust should know of Mr Scott`s proposed leave and explained the reason for it. It was unanimously agreed that Mr Scott proceed on leave as arranged.
 
5 June 1958TRADESMEN
Further consideration was given to the wages of tradesmen receiving above award rates and it was resolved that all tradesmen, employees of the companies acquired, will be paid rates according to that received by them at the date of takeover, provided that where extra leave had been given, this would not be taken into consideration.
 
5 June 1958SAFETY DRIVING AWARD
The Chairman drew attention to the present Safety Driving awards made by Metro Buses Pty Ltd and it was agreed that the principle of the scheme should be continued by the Trust but that awards should be delayed until all acquisitions were complete.

Mr Adams advised that he had received from the valuer of Rolling Stock the valuation of the Beam Company`s fleet of £70,440. It was resolved that this figure be conveyed to the Directors of Beam Transport with the request that they advise of their acceptance or otherwise at their earliest convenience.

Mr Adams said that he had advised the Tender Board of amended specifications. Mr Flower had again visited him to apologise for his previous attitude and to advise that his firm would now submit tenders.

It was advised that Campbell & Mannix Pty Ltd had a bus body completed to fit a Worldmaster chassis at a price of £4,325. It was resolved that the body be purchased as a suitable chassis was being acquired from Metro Buses Pty Ltd.

Mr Adams advised that he had received no approach from either of the Unions regarding the conditions to apply when the Trust commenced operating on 1 July next.

Mr Adams tabled a comparison of the specifications of the Leyland and AEC bus chassis which was considered in detail. It was agreed to leave the matter in abeyance until a comparison could be made of the cost of some basic replacement parts which were common to each type of bus.

12 June 1958TAKE OVER OF OPERATORS
Mr Adams advised that valuations may not be complete by 30 June but suggested that as long as the assets to be purchased had been viewed by the valuers, negotiations could take place after 30 June provided the vendors were in agreement. It was resolved to discuss this matter with the vendor operators.

Mr Adams said he had noticed with some alarm the reference in ministerial circles that the Hay St East Carbarn would eventually be eliminated. It was resolved that Mr Adams write to the Premier to ascertain the correct position.

It was resolved that we lay down conditions of work for road staff by taking the Road Transport Workers Union Award as a base and writing into it an extra 6/6d per week margin, the provision of a five day week and double time for Sunday work. These conditions would then apply for all road staff controlled by this Trust as from 1 July 1958 until otherwise altered.
 
12 June 1958TOS PTY LIMITED
The Chairman tabled a letter from Metro Industries Ltd drawing attention to an arrangement which existed between Metro Buses Pty Ltd and their subsidiary, Tourist Omnibus Services Pty Limited. These arrangements were:
  1. Metro Buses makes available to TOS selected drivers during the Spring months of September and October and over the Easter holidays when tourist traffic is too heavy for TOS to handle with its normal staff.
  2. Tourist Omnibus Services charters from Metro Buses at normal charter rates, suitable buses manned by selected drivers, to cater for Shore Tour bookings ex Mail Boats passing through Fremantle, which at times cannot be handled by TOS vehicles.
It was resolved that the first arrangement be carried on until 30 June 1959 when further consideration would be given to the matter and that as the second was good special hire business, it be continued.
 
16 June 1958BUS CHASSIS
The matter was considered further in detail regarding specifications, prices, cost and availability of spare parts and it was resolved that ten (10) Leyland Worldmaster chassis and ten (10) AEC chassis be purchased.
Mr Adams tabled a letter he proposed to forward to the Tender Board setting out the reasons for dividing the purchase in this manner which was approved.

16 June 1958OFFICE EXTENSION
Mr Adams tabled a plan of the proposed office extension at 44 Mounts Bay Road which was agreed to and it was resolved that the Architects, Cameron Chisholm & Nicol be instructed to obtain quotes.
 
26 June 1958BOND ISSUE
Mr Adams advised that he had been informed by the Treasurer that they had received a telegram from Canberra requiring to know whether the State Government would guarantee that a sinking fund would be established to provide for the redemption of bonds issued to vendor operators at the expiration of twenty one years. The Under Treasurer had advised that he had forwarded this guarantee.
 
26 June 1958TAKE-OVER OF OPERATORS
Mr Adams said that in view of the undertaking given by the State Government to the Commonwealth, it was possible that approval be given for the issue of the Bonds. Should this approval be given before Friday 27 June, it would be possible to continue with the takeover of the three companies previously specified on 6 July. It was agreed that this course be adopted.

14 August 1958TAKE OVER OF OPERATORS
Mr Adams read correspondence from the Treasury Department wherein approval had been given by the Loan Council for the issue of £1,650,000 worth of securities under certain conditions. Mr Adams pointed out that we would be able to comply with the conditions. In view of this approval, it was resolved that the take over of Metro Buses Pty Ltd, Beam Transport Limited and Carlisle Bus Service be carried out as from midnight on 30 August 1958.
 
14 August 1958SEAL
The Secretary referred to the minute of the meeting held on 23 January 1958 setting out the imprint of a Common Seal. He pointed out that he had since discovered that the Act referred to the seal in all cases as the Official Seal. The Secretary then produced a new seal which was accepted and he was instructed to place an imprint of it with this minute.
 
15 September 1958FUTURE OF TROLLEY BUSES
Mr Adams reported on the conference held with the Tramways Department on 2 September 1958 wherein it was decided not to use trolley buses on the Victoria Park-Subiaco service but that the Tramway Department would negotiate with the Tramway Union for the use of female collectors. It was also decided that the Tramway Department would recommend to the Minister that steps be taken by it for the installation of trolley buses for a distance of approximately 1½ miles along Grand Promenade north west of Beaufort St. The Tramway Department would also recommend the installation of trolley buses in Walcott Street from Beaufort Street to Charles Street with the object of eliminating paralleling bus routes.
 
15 September 1958OFFICE EXTENSION
Mr Adams explained that with the delay of the take over of the Metro company from 30 June to 30 August, Metro Industries had commenced the additions as mentioned in the minute of 16 June 1958 at a price of £1,488.-.-. It was resolved that this Trust take over the contract from Metro Industries Ltd.

Mr Adams reported that it was intended to confer with the representatives of Mr White during this week and it appeared that agreement would be reached.

It was resolved that a letter be written to Mr C Kostera advising that we were prepared to take over his services and to ask whether he was prepared to negotiate by agreement.

The Secretary submitted a Form of Agreement between the Directors of Beam Transport Limited and this Trust to be signed by both parties when the prices of both preference and ordinary shares of Beam Transport Limited were ascertained. It was resolved that the Form of Agreement as presented was acceptable to us.

Mr Adams stated that in order to get the bodies built as soon as possible, he would recommend that the order be spread. Mr Adams further advised that the ten chassis to be delivered by AEC had not yet left England and as the supply of chassis would effect the contract, some action should be taken.

Mr Thomas pointed out that Howard Porter bodies lacked a good finish and that this may be the reason for the lower price of their tender.

It was agreed that as there was some difference in the price between the tenders and as Members were of the opinion that the orders should be spread, Mr Adams should confer with the Tender Board, at the same time advising them regarding the AEC chassis.

Consideration was given to the necessity to appoint a Maintenance Engineer and all factors concerning the staff who would be employed by the Trust and possible applicants both in Australia and abroad were considered. No firm decisions were reached.
